Replace insulation 1960 house

if there is none then new insulation needs a consent
but If there is existing then you are entitled to replace with new under exemption 1 with comparable materials
I say go ahead in this case.

Replace insulation 1960 house
Hi all,
I have a 60's brick veneer clad (cavity type) and concrete tile state-house-style type house.
We have the internal wall linings off the house for rewiring by electricians.
Most of the house except 1 room has existing building paper. In that one room the building paper and insulation collapsed into a puddle when the wall lining was taken off but the framing is fine with no damage..
Can I replace all of the existing, spun-glass style but very thin insulation with new pink bats under schedule 1 or is that too much replacement?
And in the room with no paper can I install new paper in pockets as per the building code and add new pink batts also under schedule 1?
