Can my neighbour legally sell land to me, so I can increase the size of my section, as he borders me on two sides. It doesn't affect anyone else as we live in the country.

He can sell it to you but for it to be legal (in most cases) you would need to do a boundary adjustment which is a form of subdivision but has less costs & conditions than a normal subdivision. In most areas it should be a controlled activity meaning the council has to allow it but can impose conditions - in the area I'm in it's usually just a matter of confirming that all services for each lot will remain within that lot (or easements are provided). No development contributions, no engineering costs - just consent, survey & legal fees.
