Owning "real property" in NZ basically gives you a collection of rights. Just like being an NZ citizen gives you a set of rights. You have limited rights to be able to exercise these rights, as infetted control of your own property will no doubt impact on the ownership of other adjacent property.
"Posession is 9/10 of the law"
While it is true that the Crown retains absolute title of the land, it is only exercised in specific circumstances. Bear in mind you can 'challenge' a Government valuation if you don't feel it reflects a true market value. Most property owners don't because all it means is an increase in city & regional council rates, but in a forced sale scenario independent valuation is the only way to go.

I suppose it goes where tax is concerned. And the same line of questioning.
Possibly even more so.
If you are unable to dispose of what you earn 100% it is not yours therefore your labour or the fruits of your labour, is owned by someone else.
Some people call that slavery, some people would prefer to spend all that they earn rather than being forced to pay the govt a portion of it. Sorry they are not forced to pay it, it is just taken out of their pay packets before they even get it, it is taken out of their pay packets by the unpaid tax collectors (their boss).
