Besides as a prospective tenant would you want to move into a house knowing that the carpet had not been cleaned? People walk inside in their shoes that have pounded pavements, walked on the beach, stepped in dog poo and rubbish and then sit and lie on the floor. Yuk as a tenant I'd get the carpet cleaned before I moved in if I knew that previous tenants were under no obligation to clean it.
