By the way, the only time the tenant is not responsible for repairing a damage such as a broken window is if the damage was caused by a burglary. Also, in the case this happens the tenant *must* provide a police report, otherwise, they are responsible for the damages.
I know this because I have dealt with both scenarios. One were the tenant had intruders come into the house and break a window. They had a police report to prove this and because of this I could not charge them. The other time was were the tenants were simply careless and broke a window (they gave many excuses as to why it happened included it was an accident) and they had to pay for a replacement.
