If the PM alone is on the tenancy agreement then it must be the PM who appears at the TT. The owner can attend but not speak. So if it is the owner overseas that should not affect the date. But if nobody objects to the postponement it will probably be agreed to. And vice versa.

Have the tenants received a copy of the LL's application? That will tell them exactly what is being claimed so they can prepare an answer.
Do any of our PT experts know about counterclaims to the TT, and whether the LL's actions (delay and other) might be suitable for a counterclaim?
And finally, if it does get to the TT, the tenant's response should include a reference to the LL claiming for 'deferred maintenance'.
