cos im not a real landlord, one of my sons is living in a old commercial building in a "apartment" this is his second year in the same room, i think there are 8 bedrooms with a common kitchen/dining/living area, they are on the top floor and when there is heavy rain he has had water leaking into his room, he has to shift his tv etc to avoid damage, he has been on to the property manager several times and they have had a couple of goes at fixing it but its still happening, he told me tonight that it looks like the roof needs replaced and it wont be happening any time soon as the building owner doesnt intend on spending the money required. Whats his next move ? i have told him to call tenancy services and also whats the deal about witholding rent till its fixed

Presuming he has a legit Tenancy Agreement (you mentioned a PM, so thinking yes), then issue a "14-day Notice to remedy – breach of landlord responsibilities". PM is the LL.
