Aaah, fond memories of some disgusting tenants I had to live next door to for some yrs. Anyway a few suggestions:
A. In my case the landlord didn't give a flying **** as long as rent was paid, so I went round all the adjacent neighbours with a letter detailing some of the behaviour (and they had a few to add), we all signed it and I sent it to the body corporate, the landlord + the Council. No reply from anybody (+ the body corp were well aware of the hassles), but overnight tenant started to behave better. Didn't make me popular though.
B. Every time she's noisy, ring noise control. It's documented and I shld have done this from the start.
C. If she's using threatening behaviour, then ring the cops. I know in Auck there's a Comms (Communications no.) you can ring rather than bother them on 111 as it won't necessarily be an emergency. Ringing the cops or noise control gets it documented officially. Sounds like she may have mental health issues, but that's not yr problem either, she is interfering with your enjoyment of your property.
I also liked the suggestion of putting the furn on the street with a "free" sign attached! but prob not a good idea to antagonise her. If any other neighbours are willing to back you up it all helps, but often in these situations even tho this tenant is at fault, people avoid confrontation and sadly in today's world, there are a lot of losers out there who don't care about anybody else.
