Surely it is all about disclosure.
If you disclose that the house doesn't have CCC yet and they accept then they can't complain later.
I agree with JTB that the CCC is just a piece of paper and shouldn't be relevant to the insurance but I'm not the one writing the policy.

do you have to disclose that you dont have a CCC for a dwelling?
If the lack of a CCC does not cause (say) a fire (that is the fire is not a result of dodgy work/wiring etc) can an insurer decline a claim?
If a dwelling has a CCC but also dodgy work (that causes claim) does the insurer still have to honour the claim?

rubbish we can talk general insurance principles.
I don't need to ring as I am not the one who threw the red herring to the owner.

I moved into my house without a CCC in June 2010 with replacement insurance in Christchurch. The building was finished. In the beginning I had builders all risks insurance which then rolled into house insurance once the building was at lock up stage. I could not get a Compliance Certificate due to some earthquake Damage (non structural). I obtained CCC in 2012 after repairs. I do not believe that insurance is conditional on obtaining Compliance Certification.

I can't see that CCC would be an issue for insurance, or there certainly would be alot of people without insurance. I actually have no idea if my house has a CCC (and I suspect it doesn't have one, based on the quality of some of the wiring), and most people in rural NZ would be in the same position.
It is highly unusual to get a builders report, let alone checking council files before buying a rural property.
Most farmers hate council busy bodies with a passion too, so most alterations and extensions are unpermitted.
Insurance being dependant on council sign off would be a highly dangerous precedent in NZ.

Wiring is certified by the electrician and this should have been done CCC or not - quite seperate.

Final sign off for the CCC is usually done once all the trades have completed their work and all the Producer Statements have been issued to the builder or building company.
When the inspector sights and records these he will issue a form that starts the paperwork for the CCC to be produced. I think you will find that the insurance companies, if they ask, will be happy with a copy of this document which you can ask for. Its just that a CCC can't be written up straight away and there is usually a 2 - 4 weeks wait on admin at the Council.
It is with the bank or mortgagor (if you have one) that there might be a problem as they may not release the balance of the funds until they have sighted it. It all depends on who the insurance co is and which bank it is, no 2 are the same.

CCC's came in under the Building Act 1991 and are not mandatory but many face issues now when they aren't issued because lawyers and banks (out of ignorance) make too much of them. This is why we must not feed the monster and understand what they are. If insurance companys are relying on them then they are exacerbating the issue and they shouldn't be doing this.
