I do hope the office space is not too expensive - I don't want money that could be put to better use wasted on rent.

Auckland Council could not consider potential increases in illegal activities.
However, in Hamilton, the Council has considered potential increases in illegal activities to make new rules on garage positions and height of fences.

It seems to me that we are confusing two questions here.

The first is, should brothels be a legal business activity?
Agree or not, this decision has been made some time ago, if you don't like that decision then it is up to you to stir at a national political level to get that decision changed.

Secondly, does the Chow's business establishment conform to the Council's zoning and building laws?
    Apparently it does.

    So that can legally proceed.

it was only a old building, probably poorly built like most of the old dungers that fell apart in ChCh, i find it more interesting that the Chow brothers are called Chow

Every photo I see of it reminds me how great old building it was. Sickens me they destroyed. Removing and digging out the concrete floor and just leaving the walls with no support could be why it collasped. I don't think even a new building would put up with that.

I think they've knocked down at least two heritage buildings so far.
    They don't mess around.
