    A matter of word choice? Amidst my 'paperwork' are the expressions:

    * pre-tenancy agreement

    .....and

    * conditional offer of tenancy

    So perhaps there is a workaround?

        Can't you just have something in the contract that says you are allowed to evict them if the property is not kept to your liking...? Solves the problem... kinda...

                I hear Turner and Leslie can be a tad more difficult to rent, otherwise demand seems to be high according to the PM's I've been speaking to. PM who the manager is and I'll see if it's the same one I've had issues with...

                  I wouldn't follow the car theory- Most sensible people don't replace a car often while renting- it is money better saved. A better idea is check employer/employment history- and previous landlords.

                    I always to go to the current place of residence to see what the prospective tenant is like now.

                    If it's a dump, then my place is a dump if I rent my property to them.

                      One way to make sure you get 'good' tenants is to check their references thoroughly. Ask them for their TenantCV (google it) - you'll soon find out if their previous landlords thought they were a good tenant! And if they don't have one - ask them what they have to hide ?
