It sounds correct - at one house I visit there is a substantial sheet of ice on the ground from the outside condenser every morning.
In dryer inland areas such as Central Otago this would be less of a problem.
I live in the deep south and virtually everyone I know is thrilled to have a heatpump. They don't have astronomical power bills, their homes are dryer, and more comfortable.
