Your apnic query reveals it is one of 12,000 IP addresses used by Indonesia Telecom and allocated to a dynamically assigned pool for ISP customers in a specific region. They obviously have trouble with spamers but unless you tell them they dont know and cant do anything about it.

Send an email in plain text to [email protected] and include headers from the spam emails.. If everyone does their bit this problem will be reduced.
