That car may have been repaired yesterday with a return to
the WoF issuing place planned for the next day.
Easy to prove.....fine cancelled.
However, my guess, far more are simply being used.

It is equally painful on the motorway, the 10 or so years of going to CBD on the Southern, this year has been the worse and its not even winter yet. If its not the slow response from police/ motorways tow trucks its the blimming "rubber neckers". Today for example, accident on South bound , no accident whatsoever on the north bound but traffic backed up for miles. As soon as you pass the accident spot its all clear....
Just look around the car parks at malls - they should be policing un warranted vehicles. The worse I saw recently was one with totally bald tyres with an infant strapped in the back - it certainly wasn't fixed waiting for a warrant and the road in and out of the mall is 70km+ do you really want that on the road for you and the poor infant who dosen't have a choice.

A few years back I watched a doco on the TV about traffic jam analysts in the US. When there was a jam - and some were huge - they worked their way back to see if they could pinpoint the source. One was caused by a driver pulling over because they spilled their coffee. Butterfly effect.
