Based on the cost of running a business in Auckland I would expect the tradeys to be charged out at that. Not the plebs of course. I might be wrong. Every business I have had about a third of the charge out was labour.

That's the traditional businesses model. The wage paid to the worker is 1/3 of the charge out rate. 1/3 of charge out goes to expenses and 1/3 to the shareholders as profit. If you can get more than 1/3 as profit you have a very good business. I think a lot of trades businesses are paying more than 1/3 of charge out to their guys though. Cue: Ross.
ATM - staining decks and fences is much easier than painting. Not sure about houses though.. I think you'd need to seal over the existing stain before painting (or sand it off and start again) so re-staining would be easier? stain generally soaks in to wood so you dont remove it -It generally just fades (and does need doing more often than painting)
Best way to approach is to get it chemwashed and in most cases its ready to go--If the old stain is uneven due to fading you may need to use a darker color.
Normally 3 coats is required for old timber----1-2 coats should seal
