At $205, how can it be anything

To add to Austro's comments, foreign visitors are
covered once they set foot in the country, without
paying a single cent in ACC levies. I.e. we are cov-
ering their premiums! That's fair, innit?...
If you'd ever had any experience with ACC
you'd know just how broken it was!
Any reason why ACC could not be an intermediary?

I don't think that's a fair comparison. USAmercians are serial litigators, something
that may well be in their genes by now. When someone can successfully sue an
outfit for not warning them that...
Just make all realistic costs awarded against the wrongdoer and subject to judicial agency enforcement, including garnishee orders, deductions from income, etc.
I suspect many would see that...
